1. Purpose: Redeployment of Tactical Operations Center (TOC), associated equipment and brigade personnel from initial location at Fort Clancy to designated site within Minnewaska State Park Preserve
2. Scope: All soldiers, and civilians participating in field operations associated with Operation Hudson Guard Phase II must adhere to all procedures, practices and regulations stipulated in this document.
3. Starting Point: “Fort Clancy” 57 St Andrews Rd Walden, NY 12586-2613
4. Release Point: Minnewaska State Park Preserve Accord NY 12404
5. Risk Level: Medium
6. Enemy Forces: None
7. Friendly Forces: 56 BDE, ArDiv, NYG
8. Route:
A. Maneuvers
1: Turn RIGHT onto ST ANDREWS RD / CR-85.
2: ST. ANDREWS / CR-85 becomes PLAINS RD / CR-21. 1.8 miles
3: Continue straight on PLAINS RD / CR-21 through blinking traffic signal at intersection of NY-300. 1.0 miles
4: Continue straight on PLAINS RD / CR-21 through stop sign at intersection of NEW HURLEY RD. 2.7 miles
5: Continue straight on PLAINS RD / CR-21 through 2 stop signs to intersection of NY-208. 0.4 miles
6: Turn RIGHT onto NY-208. 2.2 miles
7: Turn LEFT onto NY-55 / US-44. 2.5 miles
8: Turn LEFT into main entrance of Minnewaska State Park US-44, Accord, NY 12404
B. Total Estimated Distance: 18.7 miles
C. Total Estimated Time: 30 minutes
9. Pre-movement briefing
A. Route intelligence
i. Each convoy vehicle will be supplied a strip map of the route.
ii. Attempts will be made to have the route marked (guides) prior to the convoy movement.
B. Convoy procedures
i. Total Number of vehicles (TVeh): TBD
ii. Minimum fuel requirement for each vehicle shall be 1/3 tank full.
iii. All vehicles will engage hazard flashers during actual movement.
iv. Position heavier or slower vehicles at the head to assist in maintaining the prescribed convoy speed.
v. Head vehicle will carry a blue marker, and trail vehicle will carry a green marker.
vi. Vehicles will carry convoy ID placards to aid in accounting for all vehicles. Overall convoy designation shall be “56HG05”, with each individual vehicle designated in accordance to the position in the convoy.
EXAMPLE: 3rd vehicle in convoy shall be designated “56HG05-03”
vii. Trail vehicle will carry “CONVOY AHEAD” placard to alert trailing civilian traffic.
viii. Available MP assets will provide escort for the convoy and perform appropriate road guard functions at designated intersections.
ix. Gap (spacing between vehicles): 50 meters
x. Vehicle speed
a. Maximum speed: 35 MPH
b. Catch-up speed: 45 MPH
xi. Break down and recovery procedures
a. Disabled vehicles shall pull off to the side of the road as far as possible to ensure the safety of the occupants and as not to impede traffic.
b. Emergency mechanical repairs will be attempted
1. Embedded mechanics
2. AAA or other roadside services
c. If the vehicle is unable to be repaired in a timely manner, all essential equipment and personnel, save for the driver, shall be loaded onto other vehicles for transport.
C. Communication procedures will be in accordance with the Brigade Signal Operating Instructions outlined for Operation Hudson Guard Phase II.
D. Safety procedures
a. All civilian traffic regulations shall be followed.
b. Safety of all personnel traveling within the convoy is of utmost importance.
